Chinese Sea Issues Need the ASEAN Intervention

The controversy over the issue of the South Chinese Sea has come after days of starting of ASEAN ministerial meeting, by implying between Philippines and China.

The Minister of China had delivered to warn the conflict-linked nations in Southeast Asia that not to seek for any third party to interfere in this conflict; otherwise it may lead to a confrontation. A warning of the Foreign Minister came just several days amid the event of co-military maneuvers holding between Philippines and America near archipelago. China still continue to warn Philippines through its editorial which has issued in the news column —said that if Philippines still make trouble with China so it will attack back inevitably. Responded to this editorial, the foreign minister of Philippines has lashed out and described as it was lacking of accountability and had alleged that China has been using armed forces to threaten to other countries. The foreign minister of Philippines specified that the Chinese sea conflict must be a priority case for the ASEAN meeting agenda to tackle properly. Brunei is also a nation which involved in this Chinese south sea conflict. Keep in mind that there are 4 countries among ASEAN country, Philippines is one who always shows aggressive voice against China.

Actually, there are two nations which always stand out to protest out of those conflict-linked nations, Vietnam and Philippines. Vietnam used to have bitter experiences about the armed forces clash in the past in light of claiming the island located in the Chinese south sea. In this battlefield, Vietnam was heavily hit by China. That is why all the time; Vietnam stands out to face carefully. Philippines is always prominent in protesting against China by relying on the U.S.A back up because the Obama’s administration issued a foreign policy to prioritize the Asia regions within increasing of more U.S navy deployment. Then, Philippines often demand U.S.A to have intervention in the confrontation between China and Philippines. There also had co-military maneuvers movement of Philippines-America around the contentious island in order to show its muscles to China.

In generally, all measures and steps of Philippines in a confrontation with China are indicating a pivoting on America. Observers estimate that somehow and someday the spreading of conflict would be escalating and erupts as war, they are not sure that America will come into to fight against China to assist Philippines.

In international relation, they always have got slogan said that “There is no friend but only interests” The interests of America is hundreds of billions dollars in business to China. That is not clear whether America will help Philippines to fight and occupy a small island.

Good tourism environment and Eco-tourism take part to promote the International Tourism Day so that to strengthen the potential locally in each country to attract more visitors.

Eco-tourism is defined as a form of tourism and eco-travels focused on the natural view. However, the NGOs and development experts described it as a tool for sustainable development. Democracy Status in the Southeast Asia

It is indeed, on which other countries in the Southeast Asia had made steps toward democracy in this decade. Though, such fledgling democracy is so fragile and always encounters issues like political, national, economic and security crisis.

The political crisis always happens whenever the citizens start to be on strike against their elected leaders who vitally play role as head of the state or government. Logically, the citizens turned to stop supporting those whom they always voted for. This is because those elected leaders are committing corruption, or rule the nation as authoritarianism.

This kind of crisis happened in the Philippines in 2001, for instance. By the time, President Joseph Estrada was alleged for embezzling of national budget then he was forced to step down. After that, Ms Gloria Arroyo was appointed to takeover of power and took a lead from her predecessor. This similarity came over Malaysia during a tenure of President Wahid who has been affiliated with corruption then he lost his power.

Other crisis of the fledgling (Still young) democracy located in the Southeast Asia is social economic issue. Any way, it was luckily which the ASEAN economic crisis had not hit such young democracy since 1997. However, the poverty and sorrows of people mostly for example in the Philippines or Cambodia may erode democracy.

These countries are lacking of touchstone for democracy, the initiative for economic growth so that to enable a nation getting well off or rich not only for the handy of the rich and powerful men.

Besides, the national security is also harmful to the fledgling democracy in the ASEAN. It refers to terrorism which always happen at the Southern Thailand, Philippines and Indonesia and neighboring-country border war or civil war (Even Asia is the so-called quiet place) for example a series of fire exchange clash between the Thai and Khmer military around the Preah Vihear castle compound in late 2008 to 2011.

So today the democracy of Asia is still on a rough road because of some leaders deny accepting the democratic principles in favor of the Western for a process of implementation of democracy.

The Asian nations have different traditions from the Western ones. The Western makes value on individual freedom and vacation, as of the Asian value is focused on family, social order, power and job. So they have trends in Asian principles rather than democratic ones.

Another point [on which we should never forget] rock a democracy in Asia is the prominent standing out of China’s Communist regionally and internationally.

Finally, the ASEAN nations still use coup d’état paramilitary like Thailand.

Therefore they must try the best for improving of economic growth and reform other above-mentioned points for the move of democratic optimism.

The Natural Resources in Mekong are at Risk

The Mekong river always provides water for the community people to cultivate on millions of hectares of land and it is also yielding inputs of more than 3 million tons of fish. But the natural resources are suffering under the threat of building water dams for hydroelectricity taking advantage. The question is whether they could keep developing hydroelectricity or they persist to conserve the existing natural resources.

Building the hydroelectricity dams along the Mekong and its basin are still processing but those who work for environmental conservation just make a voice then prevail nothing against dam development.

The Mekong is originated in China which is the only river in the world that has been building many hydro electricity dams. Obviously, today one Chinese province has built completely water dams for electricity process in their projects. Besides, other nations located at the Greater Mekong sub-region like Cambodia, Laos, and Thailand have been submitting proposals to develop many more dams.

Developing dam projects have been implemented for years ago but the most pressing concerns for the environmental conservatives as of today are that they start to construct the dams inside of the river basin directly. Previously, they had constructed them on the affluent of a river/ tributary only. It is good to construct the dams but it is harmful to the natural resources in the Mekong basin as well.

The experts say that the benefits from the construction of dams are electricity. It is the foundation for the economic development of the poor countries alongside the river. However, it will change the water regime, and sometimes it is a detriment to the river. Obviously, the community people had alleged the plan of hydroelectricity dam construction in China is causing the lower Mekong to became even increasingly shallow.

The Mekong River Commission (MRC) which consists of a variety of members from Cambodia, Vietnam, Laos, and Thailand also issued a report in their meeting to specify the harmfulness to natural resources and hydroelectricity development projects. The report entailed that there have 60 million populations are living around the Sub-region of the Mekong river basically rely on this river resources. Agriculture serves as a major sector based in the sub-region of the Mekong due to around 10 million hectares of land were used for rice-producing.

There are also over 3 million tons of annual aquarium inputs in the river including natural fishing and rearing. The Mekong serves as crucial navigation for human and goods exchange. Over 3 hundred thousand tons of goods were transported through ships from China, and Thailand back and forth.

The Wildlife NGO has explained the impact of dam construction could threaten many species of exotic mega fish, for example, a Giant Catfish in the river are at risk and being endangered if the construction development plan goes on. The reasons for those fish endanger, they could not swim across the huge barriers of the dams into the fish-spawning habitats at the upper Mekong streams.

These species of mega fish are the biggest ones among the 10 biggest species in the world. According to the MRC estimation indicated that the river could create potentials of hydroelectricity of 30 thousand Megawatts.

In conclusion, it is the proper time for both parties of those who love to conserve the environment bio-diversities and those who construct the water dams sitting down in the round table to discuss and identify specifically whether how much the benefits from the development of dams and environment effect so that we are able to resolve any issues related to the river taking advantage.
