So now it is the initiative of the women-based working organizations in order to contribute to the prevention of violence against women or children in the community. It is a study to show us the approaches for addressing issues of the women as well as the prevention of any violence against them which in consistent with the government’s strategy. As we know that there are many types of violence including physically, psychologically, economic and sexual abuses. And this violence always occurs to women based in the community. The women in the rural areas are always the victims by suffering the domestic violence due to sometimes they do not understand well about their rights which stipulated in the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW) which has been protected by all means of both international law and state’s law. Another thing, the women misunderstand that domestic violence is normal in the family. In other words, while they suffer violence from husband they did not go to find any assistance from the local authorities and relevant institutions for legal assistance and other services or it maybe they think that it is a personal conflict in the family. But sometimes, because there is no service for help related to domestic violence in their rural areas.

Most women are experiencing not only violence but also face poverty or disability, low education, do the chore, taking care of children, access to information related to the women's health and so on. That is why we require having an intervention to prevent and end-all of forms against women as well as to reach the plan’s response to the Millennium Development Goal (MDG).

The project on participation to prevent violence based in the community shall engender community development workers and other women NGOs receiving knowledge on how information technology and responsiveness toward women violence in the community contributions. In fact, accessing information is an integral part of reducing or ending the women violence, particularly it is called the use of Information, Communication, and Technology for Development (ICT4D).

The project also focused on the collection of data and analysis through the research by review over the government’s accountability and mechanism to end all forms of women based violence.

A capacity building for the commune councils and women’s right organizations in using technology to access information entails in purpose of implementing the activities so that to annihilates the women violence in society. This operation shall reflect the participation of the beneficiaries and stakeholders in order to reach the accomplishment of the Millennium Development Goals. Thus, it requires working together within good collaborations between all key actors like the government, NGOs, relevant stakeholders, community, sub-national level to cope with women violence within high commitment and dedication for the community free of violence and the women are able to fully participate in social, economical, and cultural development process too.

Realizing the people and increase the awareness-raising to the public about the occurrence of women violence are the type of partaking in addressing the issues, for example, some of the rural community people do not understand that the violence on women is a crime and would be punishable according to the regional law on suppression on the women violence and human trafficking. Development Projects Would Not Sustain If Only Rely On Donation

The current developing country needs international donation/assistance to process any operation of the project. Of course, the donation is inevitable for those whose nation has just emerged from the devastation like Cambodia. However, waiting for expressly depend on the donation, there is no self-reliance for the sustainability of the development plan at all. As if the donors phase out so most of the development projects seem to paralyze the process. It means that a beneficiary country that is responsible for various fields more apparently absorbs those potentials from donations to enhance its capacity, otherwise it would be a danger for a development project which benefits to the beneficiaries and they should be alert to change concept.

They receive donations including fund and technical assistance. These donations are very active in contributing to restore the nation from mass destruction.
Generally, the presidents of the respective departments always seek more and more donations or fundraising so that to kick off the implementation of a development project in their department or community lines. It is good to try to seek donors to support community development projects. However, some government officials never satisfy with the technical donation/assistance if those donors do not involve in the budget too. Normally and culturally, they would need extra individual interests from the development projects rather than public interests.

Besides, although they got a donation for years whenever the donor's phase-out those development projects shall paralyze their process, therefore everything would not sustain. That is because of the donation-interdependence concept and project implementers never learn from donors. Another thing, the officials in the ministries or institutions did not strive their best ability ahead of depending on donation or assistance. By contrast, they just look to wait for donations only by doing nothing. Therefore, in order to accelerate the developments, both people and officials have to change their behaviors necessarily, for instance, get rid of concept which depends on a donation, in return they must be self-reliant of mindset much more than ever if possible. Furthermore, they must be smart in using donations or assistance effectively to benefit both physical infrastructure and the development of human resources.

It is crucial for donation but the assistance of human resources capacity development is increasingly more important. Nevertheless, if you strongly rely on donation or assistance, it would be harmful to the community beneficiary concerning to development plan.

Community Economic Growth vs.Child Nutrition and Labor Force

The developing countries in Southeast Asia from years to years always gain the economic growth but these poor countries still confront other pressing issues like lacking of labor forces, malnutrition for children and inequality between the poor in the rural community and the rich.

Pursuant to the report of Asia Development Bank or World Bank disclosed that those countries could raise the economic growth from 6 or 7 percent for this year and probably in tandem with another year.

The economic growth relies on various sectors of agriculture, tourism and textile industry in which have just recovered following the economic crisis years ago.

Without water they are not able to develop any things for community because most of people live in rural area are farmers. Whenever the drought came during the dry season, the rural people in community could not cultivate for improving their better condition of living because they grow rice and other assorted vegetables only depend on the rain-fed. Even the policy of government recognizes that water is the priority in its ruling so the government should sophisticate water guideline to afford water sources to be available for the rural areas including both dry season and rainy season and has the preparedness for disaster like adaption to climate change program to help farmers.

It is important to attract the main companies to invest in agriculture but more importantly is effective water resources management. Some areas have plenty of water for use during the rainy season with flood as well. Shortly after that, the rice paddy became lacking of water due to drought. This shows that local authorities do not have skill of effective water management.

In conclusion, water investment sector is the foundation of rural community development emphasized on agriculture due to most of the people are farmers.

So if you used to work with many NGOs you will see that there is more paper to design a project cycle. Generally, it has four stages in project cycle management including identification and assessment, selection and preparation, planning and Operating and monitoring and evaluation. Now, we take a look at the model of project cycle management together:

1-Programming
It is a creation of policy and other conditions aiming at collaboration and agreement in consistent with the respective departments. For example: defining a target area and critical issues. Determining of the project’s goal. Assess the project (participatory approach). Developing of the optional resolution.

2-Identification
Refer to the performance program, issue, need and stakeholders’ benefit whose they are able to analyze; an initiative to design the project and other activities in order to identify the priority. 3-Appraisal

The responsibility of NGOs are briefly designed as following:

1-Charity Mission Fulfillment

Most of NGOs which implement their activity as humanitarian performances mostly are Christian NGOs to assist the target areas through love education, healthcare, saving bank goal for self-help groups, for instance, providing cow or rice loan without an interest charge.

2-Community based Organization(CBO)

A community’s need maybe not enough even they have mobilized the existing natural resources, sometimes they need the expert come to explain or provide them the skill training or approach to address any issue happens in their region. The NGOs can take new initiatives or modern technology to develop community rural areas through the expert or provide the training to the development project outcome beneficiary.

9-Suggest and give Recommendation to the Government

Through the NGOs, the government could receive any recommendations or suggestions stem from the plenary sessions or workshops in order to review its national policy or strategy and fulfill the gaps more effectively.

In conclusion, the NGOs are playing a key role to bridge the rural areas and government as development partners intent toward community development goals and achieve the government’s objective. The need for the government in developing the country for NGO's role is inevitable for working as collaborative players.
